Description: SCP-001 is an agreement made between O5-1 on behalf of the Overseer's Council and Unregistered Anomaly 342063AR, the Foundation Administrator. Under the terms of the agreement, the Foundation must:
- Allow 342063AR to attend one O5 Council meeting per month of their choosing. However, a week's prior notice must be given.
- The full, unredacted minutes from all other council meetings.
- O5-level access to all non-hazardous Foundation documents.
- A position in the Foundation's command structure as the Administrator.
Details of 342063AR's responsibilities to the Foundation are unable to be transmitted to living, dead, or inanimate parties under threat of breaching the Styx Protocol.
Both the Administrator and the O5 Council must:
- Not take any hostile action towards each other or to the Foundation as a whole.
- Cooperate in the containment and concealment of anomalies, as per the Foundation's principal directive.
- Not share the existence of SCP-001 with outside parties.
Procedure 116-Omphalos: An essential aspect of SCP-001 is the enactment of 116-Omphalos, the exact details of which are unable to be transmitted in any form to outside parties.
- The Foundation is responsible for enacting 116-Omphalos each year during the September equinox.
- The Foundation is responsible for acquiring the required materials for the procedure.
- Attempts to delay the procedure by the Foundation would be a breach of SCP-001.
- Attempts to end the procedure entirely by the Foundation would be a breach of SCP-001.
- 342063AR shares no culpability of any such consequences resulting from successful enactments.
A breach by one party releases the other from all responsibilities to SCP-001. Under the standards of the Styx Protocol, the breach party would be placed under a exxtended period of significant physical and mental pain, releasable only on the whim of the wronged party. Based on long-term personality assessments, 342063AR is viewed as being highly likely to use this duress period in order to extract even greater concessions from the Foundation in any future agreements.
Addendum 001.1: Initial fulfillment of SCP-001

Administrator: You're late. I was beginning to think you decided not to show, or perhaps got lost along the way.
O5-1: We still had a few things to smooth out on our end. All handled now, but only time will tell I suppose. Pun not intended.
Administrator: Mhm. And the camera? Recording me like I'm one of your common test subjects? If you were anyone else, I might take offense to that.
O5-1: My colleagues insistition, I'm afraid. They're rather wary of the relationship between us, an overseer of the Foundation and a… well, you.
Administrator: As always, you sell yourself short. But as long as we're on the subject of your esteemed colleagues… how was my offer received?
[The Administrator takes a seat beside O5-1 on the pillar.]
O5-1:: Is… is it really necessary? I mean the Foundation has done some things I'm not proud of, I'll freely admit it, but this… I almost had a revolution on my hands. Half the council was threatening to outright quit. Three was a breath away from strangling me. Is this, this Omphalos procedure as you call it… is truly necessary? I've read the stories, yes, but you never mentioned requiring it beforehand.
Administrator: Before I had power to draw upon. The old stories being passed on from generation to generation sustained me. They sustained all of my kind. And I knew my squabbling brethren might put aside their petty squabbles and undo all our hard work. So I took matters into my own hands.
O5-1: So you…?
Administrator: Took care of them.

O5-1: It feels good to laugh. These past few years, hell, even decades… it's been exhausting. Sometimes I wonder what t would've been like if I never joined the Foundation.
Administrator: I offered you that choice. You could've walked away with your head held high, left in safe hands.
O5-1: You did. But I couldn't. I built it from the ground up, turned it from a group of like-minded thinkers with a goal into a global-spanning organization, guided it through the Occult Wars, the defection of the Insurgency. If I had that choice a thousand times over, even if I knew it was in somebody else's safe hands… I couldn't just give it up. Mine is a high and lonely destiny.

O5-1: Thank you. As I mentioned, I have been thinking of the costs built into thew Foundation, into its very structure. Some, like the existence of D-Class, have been deemed necessary. But we've established an Ethics Committee, procedures for proper care, penalties for abuse. It's not acceptable. But it's something we've reach a compromise on. And yet for things like 3000, or 231, or with Othyrs, we do what? Nothing. Outside of our obligations, we pretend they don't exist.
O5-7: I seem to remember you having voted for all of them. Hell, you're the one who introduced us to Othyrs.
O5-1: I did. Because I thought we had no other way.But perhaps I was too quick to settle on an assured but ghastly option, rather than searching for a more…morally neutral method. I suppose I'm gathering regrets in my old age.
O5-10: With all due respect, that means very little at this point. We've made our bed with your devil. I mean, what do you expect us to do at this point? Break the agreement?
O5-1 remains silent. The other overseers, except for O5-3 express groans and other verbal dissaporvals.
O5-2: Well it's nice that you've come around, but come on. You signed the agreement yourself. If we break it, the last century of progress we've made? Back down the drain.
O5-1: I'm not saying we should break it. At least, not immediatly. I'm just suggesting we shift the load. Rather than rely soley on Othyrs, we take on some of the burden ourselves. Covertly file them off into various projects.
O5-4: Hmm. That's not a half bad idea, actually. We'd hardly have to conceal them from Othyrs- after all, we're the foundation. Planning for the worst case scenario is what we do. But on a more practical side of thought… would we even be able to do half of what he does?
O5-1: Sophia?
O5-2: Hmm? Oh.. Project Thaumiel. I I thought we agreed to shelve that one.
O5-1 walks into the central meeting room of Site-01. The Administrator is already there, examining SCP-5105 upon the wall.
Administrator: A fascinating little curiosity. And you have no idea what created it?
O5-1: You get used to the albatross of potential annihilation hanging around your neck suprisingly quickly, I find.
Administrator: She abhors many things, I promise.
O5-1: Fair enough. So, what's this about, Othyrs? I presume you have some reason for wanting to do this little meeting face to face.

O5-1: You wanted to see me?
Administrator: I did.
The Administrator remains silent, staring at O5-1.
O5-1: Did you have something to say? I'm starting to regret granting you this request.
Administrator: Apologies. I simply wanted to congratulate you on a job well done. A cunning move, if I say so myself. Reminds me of how I took my father's life.
O5-1: Thank you. I'm not going to modify SCP-001, if that's what your transparent attempts at flattery are aiming towards.
The Administrator laughs.
Administrator: No, I did not expect you to. Your hatred for me is as transparent as my flattery. I suppose I'm wondering when exactly our friendship ended.
O5-1: You can't be surprised at this. Plenty of people throught history have called me a monster, but I'm a saint compared to you. Infanticide, fratricide, betrayal… you should've been locked up a long time ago.
Administrator: Perhaps. [shrugs] But I never claimed to be something otherwise. You knew who I was when we first met… six thousand years ago? Seven? Whatever. We knew of each others inclinations, our yetzer hara. I seem to remember you caring little about it.
O5-1: Better late than never when it comes to a moral realization. I can't change who I was then, but I can try to forge something better out of this organization.
Administrator: You really think so?
O5-1: I do.
Administrator: Hmph.
[The Administrator falls silent.]
Administrator: Better late than never… bullshit.
O5-1: Pardon?
Administrator: Don't play coy with me, its unbecoming. Project Thaumiel, the exclusionary sites, your scheme with Harold, even how you disguised the meetings from your obligations. This isn't something you planned within the space of a year. This is a trap with decades of preparation woven into it. Just how long have you been easing me into this?
O5-1: Does it matter?
Administrator: It does. I remember being surprised at how quickly you accepted my bargain. At first, I told myself it was because you had no other choice. But I've been reflecting on that night in Crete for quite a while now. Take a look at where we've ended up. The world has been restored, you're a century ahead in scientific advancement compared to any such rivals, your gods and demons have been struck down before they ever had a chance to cause havoc. All in all, it ended up perfectly for you. Except for me. As long as I was the albatross around the Foundation's neck, you could never truly be supreme.
The Administrator spreads his hands.
Administrator: And now here I am, locked away until the end of time- which thanks to me, shall be never. And to think it all started with one little girl. What was her name again? Anna, Amelia, Ariana? Something like that.
O5-1: Audrey.
Administrator: That's the one. She went down screaming, you know, begging for her father to save her. Does Harold know you offered his daughter up as a sacrificial pawn to trap me? With no more thought than the infants we shovel daily into that disgusting mockery] from Saturn?
[O5-1 shrugs.]
O5-1: Sacrifices must be made for the good of the many. Everything I do, I did for the Foundation.
Administrator: And now the Foundation is stronger than it's ever been. With only one monster pulling its strings.
O5-1 stands up.
O5-1: Goodbye, Othyrs. It's been an interesting friendship, but I don't think we'll be speaking again.
[O5-1 leaves the room, while the Administrator remains seated.]
Administrator: The good of the many.
The Administrator smiles to himself.]
