Description: SCP-4000 is an aerosol currently affecting the Earth's atmosphere composed of zeolites¹, released by GoI-514 "Manna Charitable Foundation". The intention behind this activity is to reduce global warming by utilizing zeolites to catalyze the reaction of methane into CO2, as methane is a more potent to trapping heat than CO2. 7 months after SCP-4000 was dispersed, atmospheric methane concentrations dropped from 1904.9 ppb to 984.7 ppb, which is close to pre-industrial levels.

Discovery: SCP-4000 was discovered when climatologists and NASA noticed a dramatic decrease in atmospheric methane concentrationat different parts of the earth, most notably found in Australia, South Africa, Canada, Spain and China. Foundation agents were then sent to investigate for any suspected anomalous activity, one of which involved GoI-514 as the locations of the changes appear to be consistent with their head offices. 4 days after SCP-4000's activation, Agent Millier, working undercover at GoI-514, successfully managed to smuggle in documents, titled "Programme Sunna-1".

Sarah Bailey: Okay, I shall begin. I want to thank you all for attending. Now, as you may know, Programme Sunna-1 was declared a success as the temperatures have decreased by a noticeable amount. I want to thank all of you for contributing to, for what is, the biggest and the most expensive Programme the MCF commenced.

The executives clap their hands for a few seconds.

Sarah Bailey: Were not done yet, though, as we are trying to figure out methods to remove alternative chemicals that have an effect to global warming. Has anyone come up with any?

Hwang Ko-Lin: I have an idea. I've read this article where these engineers in Canada are creating large fans to siphon out carbon dioxide and convert them into fossil fuels.

Sarah Bailey: Does it work?

Hwang Ko-Lin: Yeah, it does. At around December 2017, they've managed to convert CO2 into fuel for the first time. I've figured we could use the same strategy and idea in Australia.

Sarah Bailey: Have you contacted any construction company or someone to help us make these fans?

Hwang Ko-Lin: Yeah, I've contacted Fulton Hogan,² and sadly, they have not yet and I doubt they will. My team and I are still looking for someone.

Sarah Bailey: Okay. Please update me when you do find someone.

Calvin Ashford: I- I mean, Isabelle and I have an idea of how to solve global warming, and… Well, it's going to sound a little ridiculous.

Isabelle Brown: Just say it, Calvin.

Jacob Maxwell: I've seen and heard enough ridiculous things to believe it.

Calvin Ashford: Alright. You guys know the myth of the Wanderers Library, correct?

Jacob Maxwell: Yeah.

Calvin Ashford: Well, we've managed to get into contact with our friends, The Serpent's Hand, and we've asked them if it exists or not. It turns out it does and they know how to get into the library. Their allowing us to enter, as long as we follow the rules, and were not supposed to know how they do it, either. They want to blindfold us while they do some kind of thaumaturgical trick to open a portal to the Wanderer's Library and they've scheduled a meeting there.

Jacob Maxwell: How can they prove it will work?

Calvin Ashford: They can't. All we can do is take their word for it.

Sarah Bailey: What would we gain from entering the library?

Isabelle Brown: We know the Wanderer's Library is said to contain everysingle book in existence, even ones that have not been written or were going to be written. We believe the library contains a book describing a method that would solve global warming entirelly. If this library exist, and so does the book, the knowledge within would help us tremendously.

Sarah Bailey: Then its setteled. Calvin and Isabelle will meet up with the The Serpent's to get the book. Try and find other books that may help with various issues as well, like famine and poverty. Lin, you and your team will continue to find a construction company that's willing construct these fans and Jacob will resume overseeing Programme Sunna-1. Anything else your willing to share?

The two executives mentioned in Addendum 4000.2 met up with members of GoI-268 "The Serpent's Hand" at an unknown location which was raided by the Global Occult Coalition following reports of anomalous activity. All anomalous objects and individuals within were terminated. While the GOC refuses to provide specific details regarding the raid, they have however confessed of not possessing information of the two executives within. As a result, they have sent an apology to GoI-514, along with 300, 000 Australian Dollars in compensation.

Well, I've figured out a way of how to get back at the GOC after that attack earlier. I know a little someone whom has connections to things that make some weapons. Like, I know you don't like violence very much, but just think about this. The GOC is known for taking action without having full info or thinking. 23/11/2018	Members of The Serpent's Hand began an attack on a GOC facility as retaliation for another raid commenced by the GOC, utilizing dangerous anomalies. However, the attack was unsuccessful as many of The Serpent's Hand have been injured or ceased life function.
30/11/2018	Investigations made by the GOC regarding the attack have linked several of the anomalies used to multiple Groups/Persons of Interest, including GoI-514. Further communications and contracts between the GOC and GoI-514 have been blocked or suspended.

AO-4210

Anomalous Object #: AO-4210

Anomaly Class: Safe

Containment Procedures: Pieces of AO-4210 are contained in a small containment cell at Site-20's Medium Value Item Containment Wing. As of writing, a total of 508 AO-4210 knives are in containment.

Item Description: AO-4210 are standard switchblades. Despite its material, it does not appear to be detectable by metal detectors. Any human being whom holds AO-4210's handle for more than 2 minutes will posses anti-memetic properties, though this can be countered with counter anti-memetic drugs. The range of this effect becomes 500 meters wider and more resilient every 2 minutes. Any living organism that makes contact with AO-4210's blade with cease life functions, even if not held.

Anomalous Object #: AO-3129

Anomaly Class: Keter

Containment Procedures: Foundation operatives are to monitor missing person reports with reasonable suspicion of anomalous activity and commence investigations involving individuals suspected of possessing AO-3129-A. Any confirmed AO-3129-A possessions are to be contained and the owner interrogated until conclusion.

Evidence attributed to AO-3129 dissaperences are to be falsified/suppressed in order to appear as non-anomalous. Class-A amnestics are to be applied to witnesses and video footage recording the disappearance are to be confiscated for analysis.

AO-3129-A itself is kept in a secure vault at Site-20's High Value Item Containment Wing. All testing is forbidden. As of writing, more than 200 AO-3129-A copies are in Foundation containment.

Item Description: AO-3129 is the designation number provided to a number of anomalous dissapearences affecting humans, caused by the usage of AO-3129-A.

AO-3129-A is a standard note book titled "Assassination Book", with the first page describing instructions of how to use AO-3129-A. The rest of the pages are completely blank and damaging the book in question does not cause anomalous effects. Any individual whom wishes to utilize AO-3129-A's anomalous capability must write down their victim's full name and the date of birth written below.

Once done correctly, the subject described in AO-3129-A will begin spontaneously dissapear. It is unknown weather the subject ceases to exist or is thaumaturgically transported to an alternate location.

AO-3129 is responsible for the known dissapearences of:

281 High ranking Politicians, including President Donald Trump.
58 GOC personnel.
289 anomalous humanoids.
7371 violent criminals 4031 sex offenders.

Addendum AO-3129.1: Interview log

CONTEXT: Mobile Task Force Epsilon-8 "Doghunters" were dispatched to commence a raid at an abandoned factory near Canberra, Australia after receiving confirmed reports of anomalous activity. Inside were various anomalous objects, as well as members of GoI-514 and GoI-748. Below is an interview log taken between a Foundation Researcher and a member of the Manna Charitable.

Dr. Mackenzie then places a piece of AO-3129-A onto the table and slowly pushes it towards Sabrina. She remains silent until Dr. Mackenzie slams his palm onto the table.

Dr. Mackenzie: I'm asking you a question!

Sabrina Adair I… Its, just- I had no choice.

Dr. Mackenzie: What do you mean you had no choice? You know how many people died because of this and how much trouble you fuckers caused? Isn't the MCF supposed to "save" people!

Sabrina Adair: I was given this crazy assignment by one of the Directors to… Um, make these, things. I was flabbergasted and thought this was some kind of sick joke but no, it wasn't when I saw it carried out. I requested if I could go to another assignment and it got rejected. I was certain it wasn't legal.

Dr. Mackenzie: So why didn't you go and tell this to the cops?

Sabrina Adair: It's not that simple, like, what am I going to say? "Hey, we make books that kills, mind stopping us?" Plus, I had no other income and wasn't doing well with cash. I have nobody else to give me a helping hand, either. What did you expect, quitting?

Dr. Mackenzie: Nobody is asking you if you could quit or not. Does the rest of the Charitable outside of Australia know?

Sabrina Adair: Uh, no. They wanted to keep it a secret for a while, said they didn't want to cause the others to give us backlash. To make sure we keep our mouths shut, they cut off communication with the other branches and threatened we'd lose our jobs if we did.

Sarah Bailey: Just shut up already. I've had it with you, know? You've been sending me messages and emails about how what I'm doing is wrong, that it's not this not how the MCF works, about maybe they would not want this. Its getting a little irritating, you know? I just wished you'd understand.

Jacob Maxwell: Understand what?

Sarah Bailey: The world we live in is cruel. Its unfair. I had to let multiple people go after they pulled shit on me, and I was always punished whenever I tried to make them pay. I had to live with that, but Isabelle died, I couldn't just let that go. I felt like I had to do something about it. With my position, I could make the GOC pay.

Jacob Maxwell: But do you think that's what Isabelle wanted? Do you really think the MCF will be able to go back to its old ways after the things it did like it never happened?

Sarah Bailey: I'm not sure if Isabelle wanted this or not. I don't know if she's looking down on me, feeling satisfied or disgusted with what I've done. I don't know how the MCF would recover, and if I'm honest, I doubt it. What I do know is that I can keep moving forward. Without you, Jacob, because your fired.

Following this, surveillance footage at one of GoI-514's storage units captures Jacob Maxwell engulfing materials and equipment⁵ utilizing matches and shears of paper. He is then seen chased by security guards before escaping in a Toyota Corolla, followed by two Ford Rangers. They were last seen entering M23 Monoro Highway. Current whereabouts and status are still pending for review.
