Special Containment Procedures: Access to this file shall be granted to each newly appointed Overseer before their acceptance of their position. SCP-001 is to be maintained and operated entirely by the Overseer's Council. If outside assistance is required, Class V amnestics are to be administered immediately afterwards.

Description: SCP-001 is twelve artificial metaphysical positions, more commonly known as the twelve seats (not including the position of O5-3) of the Foundation's Overseer's Council. Appointment of a designee to SCP-001 will result in the creation of an Overseer. As an Overseer, the designee will gain certain properties. These include:

  • The knowledge of every anomaly known to the Foundation, barring those that are infohazardous in nature or inherently dangerous to possess information of.
  • Extreme longevity.
  • Access to the knowledge of every previous Overseer, allowing the current SCP-001 holder to draw upon their experience.

Appointment of an Overseer to a filled SCP-001 slot will result in the ejection of the previous Overseer and the loss of all Overseer privileges. However, a metaphysical link remains between ejected Overseers and SCP-001.

In the case of death, the consciousness of a past Overseer will remain tied to their position, and to all oncoming successors. While the exact circumstances behind the mechanic are unknown, examination of the link suggests that the Overseers are fully conscious.

Minutes on the Establishment of SCP-001 as proposed by O5-1

O5-2: This is… disgusting. And you said the ethics committee approved this?

O5-1: I've sent a copy of this file to Tejani, and he's approved it. As long as we tell prospective council members what they're signing up for, it's permitted.

O5-9: Did you tell him everything about the process?

O5-1: I told him what he needs to know, nothing more.

O5-4: Of course. Look, I realize the importance of what we do here, i'm not an idiot. But is this… really necessary? Everyone to hold the position would be trapped in constant agony, not able to move or talk or even breath, for as long as the council exists. It'd be a fate worse than death.

O5-10: If we can skip away from the question of ethics for a moment-

O5-2: Shocker.

O5-10: You said the process would only be for the twelve of us. I assume Three won't be participating?

O5-1: Correct. The process wouldn't work for an artificial intelligence. Three will be in charge of maintaining the file's security.

O5-10: Don't we have staff for that?

O5-3: I'd rather have the file protected by me. Having it outside of this council would result in someone learning that a file exists for something that they have no clearance for. This way they would have no knowledge that the file even exists. It'll be isolated from the database.

O5-7: There's still the issue of the actual file slot. If we use the foundation database, people can still see there's something that's above their paygrade.

O5-1: We'll mask it with an unrelated anomaly. I was digging through some archived anomaly reports and found one from Guatemala that we captured ages ago, should serve as convincing decoy. We'll set the security clearance to 4, just so its plausible. No one will ever know it even exists.

O5-11: Besides the chairman. Do you really trust him?

O5-1: I don't trust anyone, it's a flaw in our line of work. But I trust that he'll stick to his guidelines. Additionally, he only had one-time access to the preliminary file. If he tries to access it again, we'll know.

O5-2: On the subject of ethics-

O5-5: I'd like to say something, if I can. I agree with four that this isn't strictly necessary in the same way, for example, Procedure Montauk is. But our jobs are, to put it lightly, extremely dangerous. I can think of a dozen or so anomalies off the top of my head that require a level 5 clearance. Suppose someone blows up this site. What happens to them?

O5-4: That's what digital backups and contingency plans are for.

O5-5: But with this we don't need them. Someone tries to assassinate us? No problem, appoint the first thirteen people you see and we have our council again! It solves the problem of the critical mass of knowledge we've attained. A stray bullet or heart attack won't ruin decades of Foundation work.

O5-1: Well put, Five. Are there any objections to be heard?

O5-2: I'd like it to be noted I find this idea morally reprehensible to the entire idea of the Foundation. This is us throwing away lives so we can make ourselves more comfortable. It's sickening.

O5-1: Noted. And if there's nothing else, let's proceed to the vote.

Description: SCP-001 is the collective designation for twelve artificial metaphysical human entities, more commonly known as the twelve overseers (not including the position of O5-3) of the Foundation's Overseer's Council at the time of its construction, which was overseen by O5-1 and O5-3 in 1891.

Upon the appointment of a designee to the corresponding council seat, the matching SCP-001 instance will usurp the designee's consciousness.
